The Second Seminar on Residential Development Policies was held from September 31 to October 2, 1995, at the Tehran University. Preparations for this seminar took place in February 1994 and its main topics were as follows: the real estate market and methods for activating it, the construction system, the social dimensions of residential units and the culture required for dwelling in apartments. Other subjects that were highlighted included the consumption pattern for residential units, the revival of old civil textures, rent and the effective factors affecting it, residential construction technology, the role of savings and investment in the construction of residential units, and improvement of rural residences. In addition, an attempt was made to emphasize the construction of residential units and the activation of the supply side. Some 120 abstracts were printed and distributed among the participants. Out of these articles, 107 were selected for presentation in the seminar and included in the proceedings. Due to time constraint, a third of the selected articles were actually presented in the seminar, while the rest, despite their scholarly character and their acceptance by the scientific committee, were only included in the proceedings.
