The first Economic, Social and Cultural Development Plan of the government of Iran projected Iran's non-oil exports to amount to a total of 17,836 million US dollars for the respective period. Based on the available statistical data, the economy has yielded nearly 11,717 million US dollars hard currency from its non-oil exports over a five-year period.

The value of Iran's non-oil exports increased from 1044 million US dollars in the beginning of the Plan to 3865 million US dollars at the end of the Plan.
The highlights of the First Plan with respect to the export sector are as follows:
1- The share of agricultural products in non-oil exports exceeded 52 percent before, and decreased to less than 24 percent at the end of the five year period (1993).
2- The value of the industrial sector's exports rose from 66 million in the beginning of the Plan to 1015 million US dollars at the end of the plan, and its share in the export grew from 6 per- cent to over 26 per cent.
In so far as the quantitative target set for the industrial sector over the five year period was 9 billion US dollars, and since in the absence of structural changes in industries the above target could not be virtually achieved, the overall value of industrial exports amounted to only 2,100 million US dollars over this period; hence it is essential that extensive efforts be made during the Second Plan to remove the difficulties in industrial exports.

The Government in its Second Economic, Social and Cultural Development Plan has set the export sector a quantitative overall target of 27.5 billion US dollars the period 1995-1999 to the extent that five billion US dollars worth of non-oil merchandise is to be exported each year on average.
The most important guidelines on the non-oil exports for the Second Plan are set as detailed below:
- Revising the import and export laws and regulations,
- Adopting appropriate policies on foreign exchange and quotas required for the stability of the policies and promotion of export,
- Protecting investment as to increase the surplus value of the conversion industries,
- Supporting the Export Promotion Bank,
- Setting the scale and functions of government, co-operative and private sectors,
- Continuous control and evaluation of the export affairs,
- Expanding non-oil counter-trade transactions,
- Adopting proper policies on credit facility and taxation,
- Consolidating the present export-oriented organizations under the supervision of a supreme committee,
- Promoting representative offices abroad,
- Making effective use of the free trade zones for the promotion of exports,
- Setting up and supporting export unions and co-operatives,
- Allocating a portion of output to exports,
- Making use of foreign mass media for marketing and advertising,
- Introducing export incentives if need be.
Fulfilment of per-mentioned policies requires all the available potentials to be exploited and skilled work force to be employed so as to achieve the export objectives. Surely, promotion of the society's export - oriented culture, and co - ordination of the export activities of all organizations and ministries concerned in the export sector could facilitate the fulfilment of the export targets involved in the Second Development Plan.
It is essential to promote the rising trend of non-oil exports in a reasonable and specialized manner by setting up expert groups composed of well-known teachers from universities and training centers as well as traders, exporters and market researchers from various organizations.
