Aims of Iran's Third Five - Year Socio - Economic and Cultural Development Plan
The aims of Iran's Third Five -Year Development Plan have been set out under three
headings: economic aims; cultural aims; and social, political, and security aims.
Economic aims
- Orientating all development and economic growth activities towards "social
equity"; reduction of class differences; and eradication of poverty.
- Creation of a comprehensive social security system to protect the deprived and the
oppressed; and to fight off poverty and support public institutions and charity
organization with a view to observing religious and revolutionary principles.
- Efforts to curb and control inflation in order to keep up the purchasing power of the
middle and low income classes and to encourage and support investments which shall create
jobs for these classes of the society.
- Reforming the tax system in order to bring about social equity in tax collection,
encourage investments and production, and provide incentive in people towards paying
taxes, and so to raise state revenues.
- Development of rural areas and paying special attention to the living standards of the
rural population.
- Creating jobs, together with suitable incentives; protection and encouragement of
investments and development of job- creating activities, to reduce unemployment, specially
in the agricultural and processing industries, and small - and medium - scale workshops.
- Amendment of rules and regulations that have led or will lead to the emergence of
concessions in economic activities, the amendments to be made on the basis of the Islamic
Constitution and the country's expediencies.
- Eradication of possible preferences being given to the public sector economic entities,
over those of the private and cooperative sectors.
- Implementation of the contents of Paragraph 8 of the Second Plan with respect to the
transfer of the public economic entities to the private and cooperative sectors.
- Providing security of investments and rewarding productivity and creating of work and
activities, and respecting the right of ownership and wealth, where lawfully gathered.
- Comprehensive planning towards the achievement of rapid advance in non-oil exports and
diminishing the degree of the country's reliance on crude oil exports.
- Full exploitation of the country's geographic advantage, specially in trade and
commerce.
- Securing food, and self-sufficiency in basic needs and goods through expansion of
domestic agricultural production.
- Reforming the monetary system and rehabilitation of the country's financial markets
towards stabilizing the purchasing power of the domestic currency and equipping financial
resources for productive and job- creating investments.
- Strict protection of national interests; observance of the principles of the
Constitution; and prevention of foreign domination in the process of attracting foreign
resources.
- Educating and training the human resources at various levels, to meet demand in the
economic organs; and to develop the necessary skills and specialties at all levels.
Cultural aims
- Enhancing and deepening religious and Koranic knowledge and strengthening intellectual
and practical values of the Islamic Revolution; and putting up effective resistance to
alien cultures.
- Keeping alive as major criteria the religious and political thoughts of Imam [Rohollah]
Khomeini in all planning and programing.
- Preserving the high profit of the society and the country, graced with Islamic
Revolution's values.
- Guiding the media, specially the (national ) radio and television networks towards
creating a healthy social public environment; expansion of knowledge and moral values; and
correctly informing the public, and materializing the objectives of development plans.
- Nourishing and fostering the flourish of talents, encouraging scientific innovation,
sustaining the development of research and enhancing scientific and technical
capabilities.
- Promotion and propagation of Islamic and Moslem Iranian cultural values, and political
and ideological principles of Imam Khomeini; paying attention to the experiences gathered
by other nations specially in those countries which share greater similarities with us, in
an efforts to develop the country, through identifying their successes and failures.
Social, political, defense and security aims
- Expanding and deepening a spirit of cooperation and public participation to allow the
government to enjoy the benefit of the people's sympathies and potentials.
- Creating the right background for scientific, moral and spiritual development of the
"younger generation" helping them to accept responsibilities and relieving them
from such worries as jobs and the means of marriage.
- Strengthening the foundations of the "family" and the woman's legal and
religious rights in all areas; and paying attention to the women's special role in
reconstruction.
- Priorities to be given to the martyrs and the disabled of the Revolution as regards
financial resources, opportunities and governmental facilities, in all cultural and
economic areas.
- Adherence to order, law, a spirit of work and effort, self-sufficiency, frugality, and
avoidance of waste, across the society specially among the officials and authorities; and
fighting corruption.
- Reforming the administrative system towards: improving speed and efficiency; enhancing
the quality of the services provided for the people; securing decent living for the civil
servants; engaging capable, reliable managers in secure jobs; omitting or merging parallel
departments; emphasis on decentralization of administrative and executive activities;
prevention of administrative corruption; and drawing out the necessary laws and
regulations.
- Improving the efficiency of supervisions and inspections; and reforming of laws and
regulations towards eradication of interference between the duties of these supervising
bodies.
- Preparing the country for long- term planning based on:
- defense and security conditions
- economic efficiency
- territorial unity and integrity
- spread of social equity and regional stability
- environmental protection and revival of natural resources
- preservation of Islamic and Iranian identity and guarding the national and cultural
heritage
- facilitating and regulating the country's internal and foreign economic affairs and
processes
- development, with reliance on domestic resources and eradication of poverty and
deprivation
- Stability and consistency in foreign policies based on honor and expediency, towards:
- expansion of bilateral regional and international nations
- avoidance of tension in relation with nonbelligerent nations
- making use of relations towards improving national capabilities
- resisting expansionist and aggressive actions, in foreign relations
- efforts to free the region from foreign military presence
- resistance towards the tendency of a unipolar world
- supporting the Moslem and oppressed peoples of the world
- efforts to bring closer together the Moslem nations
- efforts to improve the structure of the UN.
- Enhancing the defense, security and disciplinary powers of the country with the aims of
effectively resisting possible threats; securing national interests and public security;
supporting foreign policies, propagation of peace, and stability and security in the
region.
- Paying serious attention to allocation of resources towards the duties of the
government; improving public security; effective prevention of crims, and corruption in
the social and security systems through strengthening and coordinating the judicial,
security and disciplinary systems.
- Improving and completing organization and geographical distribution of the armed forces
in proportion to the sizes and types of threats and territorial preparedness.
- Reinforcing, developing and reconstructing the defense industries of the country with
special emphasis laid on development of research and expediting transfer of advanced
technologies.
- Paying special attention to the presence and participation of popular forces and their
share in security and defense of the country and the Revolution, and quantitative and
qualitative aspects of "mobilization of the oppressed".
